1 Secretariat of the University Council Reports to University Council

Scope

Prepares the business of the University Council and keeps its record.

Duties and responsibilities

Scope

The highest academic and administrative body of the university. It is chaired by the President and includes the Vice Presidents, the deans of the colleges, representatives of the academic community, and the Council Secretary. The Council sets the strategy that carries the university towards its objectives.

Duties and responsibilities

  1. Set the general policy of the university.
  2. Recommend approval of the university strategic plan.
  3. Prepare the scientific research plan of the university.
  4. Prepare the quality and academic accreditation plan for every college and department.
  5. Form standing and temporary committees as the university requires.
  6. Appoint teaching staff and employees against academic criteria.
  7. Recommend approval of study plans, curricula and prescribed textbooks across the colleges.
  8. Fix examination dates and issue the regulations governing them.
  9. Prepare the extracurricular activity plan at university level.
  10. Consider matters referred to it by the President, the Vice Presidents or the deans.

Scope

Bears first responsibility for the academic, administrative and financial management of the university, and works to achieve its strategic objectives.

3 Associate Dean for Administrative Affairs Reports to Dean of the College

Scope

Runs the administrative and financial work of the college.

Duties and responsibilities

  1. Oversee administrative and financial work inside the college and ensure it runs efficiently.
  2. Manage staff affairs for teaching and administrative personnel, including ordinary and emergency leave, and consider transfer and promotion requests.
  3. Follow the needs of the academic departments for staff, laboratories and teaching resources.
  4. Handle administrative complaints and observations concerning staff and students, in coordination with Legal Affairs.
  5. Manage the administrative budget and control financial custody, in coordination with Financial Affairs.

3 Associate Dean for Scientific Affairs Reports to Dean of the College

Scope

Runs the academic work of the college.

Duties and responsibilities

  3. Oversee the distribution of admitted students and coordinate the student record.
  4. Manage extracurricular activities and research programmes with the departments and research centres.

4 Department Rapporteur Reports to Head of Academic Department

Scope

A member of the teaching staff charged with the academic affairs of the department and with applying ministry regulations. Reports to the Head of Department on academic matters and submits an end-of-year report.

  2. Carry out department and college council decisions as they concern the department.

5 Citizens Affairs Unit Reports to Dean's Office

Scope

An administrative unit attached to the office of the Dean, receiving proposals, enquiries and opinions that help resolve the problems of citizens in relation to the university and improve the level of university performance.

Duties and responsibilities

  1. Provide citizens with the best facilities and services, the unit being concerned with their affairs and requests.
  2. Maintain contact with state institutions generally.
  3. Receive requests from citizens through the citizens affairs email, answer them, and prepare the papers to be put before the Dean so that they may be referred to the competent body or raised to senior officials.
  4. Organise interviews with the Dean and enter citizens requests on the website so that answers are given quickly.
  5. Publish the action taken on citizens requests on the university website, on the citizens affairs page.
  6. Survey the views of citizens and visitors and learn their proposals on the work of the university.

5 Head of Academic Promotions Reports to Dean of the College

Scope

Follows and processes academic promotion transactions for teaching staff across the academic departments, with at least one liaison member for each department.

Duties and responsibilities

  1. Process academic promotion transactions for teaching staff once the conditions are met under Promotion Instructions No. 36 of 1992 and their later amendments and Instructions No. 167 of 2017, in permanent coordination with the central promotions committee.
  2. Exercise precision and professionalism in selecting academic assessors, particularly from outside Iraq, having established their academic record and the standing of the universities they belong to, then choosing those best matched to the specialism of the applicant.
  3. Shorten the time taken to complete transactions by using the internet to select assessors.
  4. Put completed promotions before the University Council in the minutes for certification, or state an opinion on the conduct of the promotion so that a suitable decision can be taken.
  5. Bind the head of the unit and all members to the decisions received from the central promotions committee at the presidency.
  6. Hold workshops explaining the principal clauses of the ministry promotions regulations.

Scope

A point of renewed academic exchange and the link between the university and the wider community.

5 Head of Financial Affairs Reports to President of the University

Scope

Reports to the President and is charged with executing disbursement orders for the requirements of the university and its departments, against the chapters of the ordinary budget and of procurement.

Duties and responsibilities

  1. Prepare the annual budget plan as directed by the University Council.
  2. Prepare the final accounts schedule.
  3. Prepare schedules analysing advances and deposits.
  4. Record all deposit entries.
  5. Keep the daily records (lectures, expenditure, salaries) and execute the disbursement approvals received against them.
  6. Post the monthly balances: bank reconciliation, trial balance, expenditure schedule and revenue schedule.
  7. Prepare the payroll.

Scope

First and direct responsibility for setting and delivering the administrative plans and policies covering teaching staff and employees of the university.

Scope

  1. Audit all disbursement and entry documents.

Scope

Provides the university with legal advice and defends its rights and obligations.

Duties and responsibilities

  1. Apply the law precisely, avoid breach of the regulations in force, supply the university with legal advice, and defend its rights and obligations.
  2. Prepare full legal opinions across the various fields and supply the departments concerned with legal advice.
  3. Draw up the contracting agreements of the university and follow all matters attached to them.
  4. Take an active part in most committees formed at the presidency, and in other committees requiring a legal element.

Scope

Oversees and follows the application of the quality assurance standards adopted by the Ministry of Higher Education and Scientific Research, or internationally recognised in higher education, across every academic department, administrative unit and subordinate office. Reports to the President and sits on the University Council.

Duties and responsibilities

  1. Set the quality assurance strategy and issue the instructions that deliver the objectives of the university.
  2. Apply all quality assurance standards and indicators, stating the rate of growth and development of the academic departments and their administrative units.
  3. Prepare guidance manuals that serve the application of quality standards and systems.
  4. Spread the culture of quality across the university and support the activities attached to it.
  5. Set strategic and operational plans, with the university presidency, for quality assurance and the development of university performance.
  6. Carry out studies and activities on the application of quality principles, prepare reports and submit them to the Dean for onward submission to the President.
  7. Oversee the systems for document control and coding, one of the means by which the quality management system is applied.
  8. Oversee and contribute to conferences, seminars and workshops on quality.
  9. Complete related work and answer official correspondence on quality matters as directed by the immediate supervisor.

Scope

Carries a central role for the colleges, covering everything that concerns the student from admission to undergraduate study, morning or evening, through to graduation.

Duties and responsibilities

  1. Answer correspondence received by the university concerning students.
  2. Complete admission of nominated students at the start of each academic year.
  3. Keep student records and files.
  4. Prepare all statistics on university students, on the forms approved by Statistics and Information at the presidency and by the Ministry.

Scope

Delivers the basic services required by every department, unit and office of the university. Includes maintenance and services, vehicles and transport, grounds, and the technical workshops.

Duties and responsibilities

  1. Put forward proposals and recommendations and set priorities on everything concerning the fabric of the university, whether maintenance or restoration.
  2. Coordinate with the engineering offices charged with preparing designs for buildings and proposed projects.
  3. Coordinate with Legal Affairs on all contracting and tender matters for construction and restoration, as assigned by the Dean.
  4. Follow all procedures relating to the recommendations of award committees and the analysis of bids, and give an opinion on the delivery of the various engineering projects.
  5. Oversee all civil, electrical and mechanical work in the university, whether installation or maintenance.
  6. Oversee the operation, management and maintenance of the electrical generators, and the maintenance of water pipes.
  7. Oversee all metalwork and carpentry, including maintenance of student seating, staff desks and wooden doors.
  8. Manage transport and drivers, maintain and repair vehicles, and provide fuel and oils under the regulations in force.
  9. Manage and organise cleaning across all university facilities and follow provision of the necessary supplies.

Encourages sporting talent, holds tournaments, and runs sporting, artistic and cultural activity through the academic year. Includes the artistic activities unit and the scouting unit.

Duties and responsibilities

  1. Take part in external activities held at college or university level.
  2. Hold artistic and cultural activities inside the university — poetry and literary festivals, art exhibitions in drawing, Arabic calligraphy and sculpture, handicrafts, and exhibitions of academic, literary and historical books.
  3. Provide sporting equipment and organise sporting competitions, such as the football league between academic departments.
  4. Referee sporting activities — football, table tennis, basketball and other games.
  5. Manage all student activities with the academic departments and in coordination with the deanship.
  6. Organise academic field trips for students with the academic departments, under extracurricular activity.
  7. Hold sports training courses inside the university under the direct supervision of the unit.

5 Head of Studies and Planning Reports to Vice President for Scientific Affairs

Scope

Prepares annual and termly statistical reports, collects and updates data on university staff, and carries out the studies assigned to the unit.

Duties and responsibilities

  1. Prepare the academic structure tables for each department, covering the specialisms of the teaching staff and their requirements, with statistics on actual numbers and on any increase or decrease in each specialism, together with other information on university staff.
  2. Build a comprehensive database covering all staff, teaching and administrative, on permanent or temporary establishment, distributed by qualification, years of service, sex, grade and specialism, with schedules for transfers, retirements and resignations, updated regularly and supplied annually to Studies and Planning at the presidency.
  3. Prepare schedules of the numbers of students expected to be admitted for the coming year and actually admitted for the current year, for morning and evening study.
  4. Audit and reconcile all data held by the unit against every university unit at the end of each academic year, to avoid error arising from staff changes.
  5. Issue an annual university guide setting out the academic departments and their branches, the numbers of teaching staff in each with their general and precise specialisms, and the numbers of graduates from each department.
  6. Prepare statistics on the activities of each member of staff and of each academic department, under the axes set by the presidency — administrative and legal, academic, student, and engineering and technical — every three months.
  7. Prepare statistics on academic and cultural achievements every six months, covering workshops, conferences, seminars, courses, lectures, published research, authored books, patents and thesis defences.

5 Head of the Scientific Affairs Unit Reports to Associate Dean for Scientific Affairs

Scope

One of the principal units of the university, reporting directly to the Associate Dean for Scientific Affairs.

Duties and responsibilities

  1. Answer official correspondence reaching the office of the Associate Dean for Scientific Affairs from the presidency.
  2. Organise conferences, seminars and discussion sessions with the academic departments concerned, and follow the academic activity of the teaching staff.
  3. Organise and audit the curricula and syllabus items with the academic departments.
  4. Follow the system of planned, completed and published research by teaching staff and its completion rate, whether published in local and international journals or at local conferences and seminars.
  5. Follow and prepare the statistical summaries for university statistics.
  6. Follow the nomination of teaching staff for staff development programmes outside Iraq.
  7. Follow and oversee the holding of academic exhibitions.
  8. Follow and oversee the research plans for planned, completed and published work.

5 Scientific Research Unit

Scope

Plans, manages and completes academic and applied research in its field, and gives close attention to investigation in order to reach useful scientific findings, in coordination with ministries and other research bodies.

Duties and responsibilities

  1. Work individually or within research teams that plan and manage research, supervise postgraduate students, and develop staff and students in shared and neighbouring specialisms.
  2. Set research programmes and projects needed by the labour market, follow research procedures and results, issue guidance, and evaluate the use made of them.
  3. Follow academic development inside and outside the institution through coordination with other academic bodies, organise and manage the required research, comment on results, and approve research reports.
  4. Distribute work by specialism within the unit, oversee the library and documentation, and supply it with current references.
  5. Prepare programmes to raise the knowledge of postgraduate students in the relevant specialisms, develop their capabilities, and secure occupational safety and public health requirements.

6 Accountant Reports to Head of Financial Affairs

Scope

Keeps the accounting records of the department and provides accurate financial data through an effective reporting system, raising, analysing and interpreting the results of operations for management.

Duties and responsibilities

  1. Take part in preparing the annual estimated budget of the department, in line with development and improvement guidance, the instructions in force and the financial allocation set.
  2. Take responsibility for compliance with the accounting requirements of the department, including deadlines for reports and requests for financial information, and compliance with the accounting policies of the university.
  3. Translate forward estimates of departmental operations into expenditure budgets, cash flow and operating budgets.
  4. Document and explain the variances used in the budgets and how the figures and results are calculated.
  5. Apply the administrative regulations of the university and preserve confidentiality.
  6. Direct and monitor all accounting and financial activity and the reporting of the department.
  7. Confirm that classifications are made and balance sheet accounts analysed within the set time.
  8. Prepare the monthly financial statements of the department with all explanations and analyses required by management.
  9. Issue guidance on developing and applying suitable control systems to protect departmental assets and monitor operations effectively.
  10. Prepare treasury reports and forms under treasury policy and procedure.
  11. Monitor all accounting and bank movements and balances and send them to the financial director.

Duties and responsibilities

  1. Receive visitors attending to meet the director and arrange appointments.
  2. Keep letters and documents in their proper files, and keep files ordered so they can be retrieved easily when needed.
  3. Answer incoming telephone calls, transfer them to the people concerned and record them.
  4. Deliver, register, sort and distribute the daily incoming mail to the various units, and attend to outgoing mail and its recording.
  5. Prepare for meetings and write the minutes.
  6. Study subjects requested by the director and provide a full report on them.
  7. Read the daily press and put general information relevant to the work of the department before the director.
